Concept: action A declares a static constexpr bool explicitSubmit, opting its form out of auto-submit-on-validity.
Opt-in, like formLayout/fieldSpans/formRules: an action that says nothing keeps the renderer's default (submit as soon as the form is valid), so adding this changes no existing schema. Declaring it true emits x-submitMode: "explicit"; declaring it false emits nothing, which is the same as not declaring it at all.
A side-effectful action wants this. Auto-submit fires on every keystroke that leaves the form valid, so a CreatePaste bound directly to a live controller stores one paste per typed character.
(The template parameter is intentionally left undocumented: clang's -Wdocumentation does not consider a concept a template declaration, so a parameter-doc command here is an error under -Weverything -Werror, which is how the WASM ladder builds. HasFormRules above omits it for the same reason. Note the command cannot even be named in this comment – clang parses it inside backticks too.)
